“By the decision of the Government of Georgia, in 2026, for the first time in the history of the Georgian education system, a state language exam will be held. Registration for the exam will begin on November 24 and end on December 1,” said Georgia’s Minister of Education, Science and Youth, Givi Mikanadze, at a briefing held at the ministry.
According to Givi Mikanadze, most countries in the world conduct state language exams, and based on their results, the candidate receives a certificate confirming their language proficiency, recognized by the respective country. This is especially important for foreign students, foreign citizens who have the right to work in the public sector, Georgians living abroad, and non-Georgian speakers employed in the business sector.
“The state language exam is important for strengthening the status of Georgian as the state language and expanding the scope of its use. For this purpose, in accordance with the 2023–2024 action plan of the State Language Strategy, the National Assessment and Examinations Center has prepared an exam that fully meets international standards.
From now on, the state language exam will be held several times a year and will allow for the assessment of four competencies: listening, reading, writing and speaking. At this stage, two types of tests of different difficulty levels will be conducted: the first will determine Georgian language proficiency levels A1 and A2, and the second — levels B1 and B2. Level differentiation will depend on how many points the applicant earns.
Starting in 2030, along with levels A1, A2, B1 and B2, we also plan to introduce exams determining levels C1 and C2, and work in this direction is already actively underway,” the minister said.
According to Givi Mikanadze, registration for the Georgian language exam will be possible only electronically — on the registration page of the National Assessment and Examinations Center at online.naec.ge.
For candidates with visual impairments or blindness, Braille or a special electronic program will be available.
The document confirming the level of proficiency in the state language will be issued by the State Language Department based on the exam results.
The work on the exam test was carried out by the National Assessment and Examinations Center in several stages: initially, tasks assessing individual competencies were tested across Georgia; then, based on psychometric analysis of the results and expert evaluations, a bank of test items was created and the format of the exam was developed.
